Just a quick question if it’s possible to jump directly from 3.1 to latest 3.x version (skipping 3.2), or if some migration steps or whatever might be missed.

We generally recommend upgrading incrementally through all major version numbers, and starting up the Graylog service between each incremental step so any structural changes to the data held in MongoDB that the release may entail occour in the correct order.
So the path would look like 3.1 → 3.2.x → 3.3.x → 4.0.x → 4.1.x → 4.2.x
