I’ve inherited an old graylog 1.1.6 installation… Is there a clean upgrade path to something more current?

The only possible way:
1.1 > 1.2 > 1.3 > 2.0 > 2.1 > 2.2 > 2.3 > 2.4
Including all changes of Elasticsearch, MongoDB and configuration changes.
My suggestion, build a new “fresh” installation with the latest version.
