i can not go to edit on above directory
And other version 3.0 up and can to insert something on it but just readonly …

Maybe you use OVA version of graylog 2.5, which included command graylog-ctl to configure it. Server.conf in this version is situated in file:
/opt/graylog/conf/graylog.conf
