More Action option not available to create API tokens

I am Admin on Graylog 2.2.3 and the More Action button is not available to create api token for the user in trying to the following doc

you are using Graylog 2.2.3 the documentation is for Graylog 3.0 …

Switch the documentation to the version you are using: https://docs.graylog.org/en/2.2/pages/configuration/rest_api.html

you do not have that option in 2.2
