Throttle outgoing messages?

Hello, we’re currently trying to implement Graylog for our internal application, and part of the setup is that all logs should be forwarded to the Big Logserver somewhere else in the company.
However, that logserver has a limit regarding messages per hour.
Usually we’re way below that threshold, but every now and then during a special event, it spikes for a short duration.
Can I use a (CEF) forwarder from Graylog, and tell it to throttle the messages somehow?

non of the given outputs allows you to throttle.

It is actually a feature request over at github: https://github.com/Graylog2/graylog2-server/issues

Perhaps there’s a solution with Kafka somewhere? I’m open to any wild ideas
