Stream All messages manage output plugin

Hi, I am new to graylog, I have installed graylog version 2.2.3 and I have configured output plugin (GELF Output Plugin). I’m trying to associate default stream “All messages” with this Output, but it does not work. If I create another stream that includes all messages and configure Manage output with this configured Output it works correctly. I’m missing something or Manage output works only with user defined stream?

it might be that you hit a bug - please move that over to github and create an issue in the graylog-server repo.
