Can the manage alert conditions set up for personal ?
For example, i want to set manage alert conditions for a specific person, but for others, don’t need to participate in this alert item.

If you decide to send alert notifications only to a single person, then you could say that alerts can be set up for individual.

You could create a stream only accessible to one user and create an alert condition on that stream.
If you’re using the Email Alarm Callback shipped with Graylog, you can also just configure a single email address which will receive alerts.

So if I want to do a lot of a single alert event, then i have to create a lot of streams that are accessed by one user?

No, there isn’t.
As written before, you can restrict the number of recipients per alert in the Email Alarm Callback.
