How to control throughput of inputs

Is it possible to control inputs throughput, specially filebeat? Sometimes I need to turn off the collectors and a bulk of logs were sent at once.

you could only stop one input - or shutdown the collector that is sending the logs.

Eg. use a firewall.
And you can do a lot of settings at filebeat side also.
